In WW2 many US servicemen had little education and were poor readers. 

Many of them had never read a book, but they did read comics.

The US Army attempted to combat that by producing comics showing various aspects of service life. This one deals with saluting and paying respects to the Flag. It was called FM 21-14. (FM refers to Field Manual). The Australian Army did not use this approach to training.
